Russian ambassador: Putin has made a decision on Kursk. "The president has made a decision. I am convinced that everyone will be severely punished for what has happened in the Kursk region," said the Russian ambassador to the United States, Anatoly Antonov, according to the Russian state news agency Tass.

Civil defence shelters are placed at bus stops in Kursk. Concrete shelter modules are about to be placed at bus stops in the central parts of the Russian city of Kursk, according to the region's acting governor Alexei Smirnov. The same measure is being taken in the cities of Zheleznogorsk and Kurchatov.
