According to Kallas, Russia needs to understand that it is Europe – not the USA – that is the central counterpart in matters concerning security on the European continent.
She argues that Moscow should not be able to bypass Europe by primarily turning to Washington in negotiations about the war.
At the same time, she criticizes the US-led talks that have taken place so far. According to Kallas, the focus has too often been on what Ukraine is expected to do in relation to Russia – despite the fact that it is Russia that started the war with its attack on Ukraine.
