It looks like there is plenty of material for Harvard University's recruiters to work with in order to identify scholarship candidates.
“Few Palestinian prisoners militants” Only one in four Palestinians from Gaza who have been imprisoned as 'illegal combatants' are classified as militants, according to an investigation by The Guardian in collaboration with the Israeli-Palestinian +972 Magazine and Hebrew Local Call. In August, a military database leaked with names of 47,000 individuals registered as suspected jihadists and Hamas members. Of the 6,000 who were imprisoned, 1,450 were on the list. Among others, an 82-year-old woman with severe Alzheimer's was detained. A mother of small children was imprisoned because her husband had the same name as a Hamas member.
